The City of Upland works hard to maintain the City's motto of "The City of Gracious Living." Our Code Enforcement Division is tasked with the responsibility of protecting property values and eliminating blight through the use of the City's Municipal Code.

If you observe any of the following conditions please contact Code Enforcement.

• Broken and discarded furniture or appliances 
• Trash and debris stored in public view
• Unmaintained, overgrown or dead vegetation
• Inoperable or abandoned vehicles stored in public view (Street storage must be reported to the Police Department at (909) 982-1331)
• Vehicles parked on front lawn
• Peeling or deteriorating paint
• Trash can storage
• RV storage within the front setback without a permit (permits no longer available)
• Unpermitted structures or uses

The Code Enforcement Division is located within City Hall at 460 N. Euclid Ave. You can report violations to (909) 931-4260.

The City of Upland contracts with several outside agencies to assist with enforcement of regulations. San Bernardino County Vector Control addresses green pools and other pest issues within the City of Upland. You can reach them at (800) 44-ABATE.

California Cart Retrieval can be contacted to remove stray shopping carts. Their contact number is (800) 252-4613. If you have a smart phone you can download CARTSNAP which will allow you to take photographs of the cart and send the information directly to California Cart Retrieval with the location.

The City contracts with GPC for graffiti abatement. Please call the graffiti hotline at (909) 931-4127 to report any location requiring graffiti removal.
