The City of Upland has developed a five-year economic development action plan with the assistance of Tierra West Advisors. This plan serves as a roadmap for staff and will better focus our efforts to increase our economic development opportunities in the City. The action plan includes such components as market analytics, consumer profiles, consumer demand and market supply assessments, and business and retail attraction data.
