Villa Serena Specific Plan Porject - Recirculated Draft EIR
In accordance with the California Environmental Quality Act (CEQA) and the CEQA Guidelines, the City of Upland, acting as the Lead Agency, is releasing for review and comment to all agencies, organizations and interested persons, a Draft Environmental Impact Report (EIR) for the Villa Serena Specific Plan Project (project).
Project Location: The project site encompasses the existing, 20.3-acre 15th Street flood control detention basin (basin) located south of the Upland Hills Country Club in the central-eastern portion of Upland in San Bernardino County (Assessor’s Parcel Numbers [APNs] 1045-121-04 and 1045-151-35.)
Project Description: Development on the western 9.16-acre portion of the 15th Street flood control basin consisting of 65 single-family residences, private community facilities, and ancillary features/improvements; modification of the remaining 11-acres of the 15th Street flood control basin east of the proposed residential development to retain the basin’s stormwater and flood control capacity; the extension of 15th Street from southwest corner of the project site to the Campus Avenue; and development of a 0.15-acre public pocket park on 15th Street near the north end of Fernando Avenue. A 4.29-acre area at the extreme eastern boundary of the basin would remain unaffected by project activities.
Public Review Period: The Draft EIR was previously circulated for a public review period from May 28, 2024 to July 11, 2024, pursuant Section 15105(c) of the CEQA Guidelines. Due to a distribution error and the receipt of additional information, including the incorporation of updated technical studies and minor edits to the Specific Plan, the City is recirculating the Draft EIR pursuant to Section 15088.5 of the CEQA Guidelines. A second full 45-day review period will extend from November 4, 2024 to December 18, 2024. Persons commenting on the Recirculated Draft EIR are urged to submit their comments in writing. Comments should be mailed or delivered to the City, at the address below no later than 6:00 PM on Wednesday, December 18, 2024. Submittal of written comments via e-mail is also acceptable. Roberts Campus Sports Bowl Project
An Addendum to the previously certified Environmental Impact Report (EIR) (SCH#2010021040) is appropriate and has been prepared for the project pursuant to the California Environmental Quality Act (Cal. Code Regs., Title 14, § 15162 and § 15164), as the minor changes included within the Proposed Project will not involve new significant environmental effects or a substantial increase in the severity of significant effects already identified in the Certified EIR, Statement of Overriding Considerations and Mitigation Monitoring and Reporting Program, adopted in May 2016. The sports park conceptual site plan and related modifications constitute minor changes, as they do not modify the type of uses, increase the density or intensity, create new or increased environmental impacts that cannot be mitigated or result in health and safety violations. As analyzed in the Addendum, the proposed sports park will not result in any new or substantially more severe environmental impacts, and thus does not require a subsequent or supplemental EIR.
Project Location: The development area is approximately 66.5 acres in size, located at the southwest corner of Monte Vista Avenue and Foothill Boulevard, and the northwest corner of Monte Vista Avenue and Arrow Route (APNs: 1007-011-02, 03, 04, 05, 06, 07 (Upland), within the Public (PB) Zoning District. The City of Claremont is concurrently processing plans for development within the City of Claremont and includes the following applications on Assessor Parcel Numbers 8308-025-014, 015, 016.
Project Description: Consideration of Conditional Use Permit No. 23-0005 to approve changes to a previously approved entitlement for a Sports Park comprising a total of eight playing fields, approximately 50,000 square feet of small single-story buildings with small footprints that provide support for the uses on-site, and up to 790 parking spaces and the development of lots 1, 2 and 3 of Upland Parcel Map 18989 (previously recorded on July 11, 2017).
The applications under review with the City of Upland include:
- CONDITIONAL USE PERMIT NO. CUP-23-0005 – A request to approve minor changes to previously approved plans for the Roberts Campus Sports Bowl, a college sports facility associated with Claremont McKenna College.
- AIRPORT LAND USE COMMITTEE REVIEW NO. ALUC-24-0001 – To ensure the project’s compatibility with the Cable Airport Land Use Compatibility Plan.
- ENVIRONMENTAL ASSESSMENT NO. EAR-23-0002 – To evaluate project compliance with the California Environmental Quality Act (CEQA).
Public Hearing: Pursuant to Section 15164 of the California Environmental Quality Act Guidelines, an addendum need not be circulated for public review. However, for transparency purposes, a copy of the certified Environmental Impact Report (SCH#2010021040) and the proposed addendum have been provided below. A Public Hearing has been scheduled before the Planning Commission and Airport Land Use Committee on June 26, 2024 at 6:30 p.m. or as soon thereafter as the case may be heard, in the Council Chambers of the Upland City Hall, 460 North Euclid Avenue, Upland, CA 91786.

West Foothill Development Project
In accordance with the California Environmental Quality Act (CEQA) and the CEQA Guidelines, the City of Upland, acting as the Lead Agency is releasing for review and comment to all agencies, organizations and interested persons, a Draft Initial Study and Proposed Mitigated Negative Declaration (IS/MND) for the West Foothill Development Project. Project Location: The project site is located at 1780 West Foothill Boulevard in the City of Upland, in southwestern San Bernardino County, California (Assessor’s Parcel Numbers [APNs] 1007-091-01; 1007-091-02; and 1007-091-03)
Project Description: The project includes the development of an approximately 3,570-square-foot restaurant with drive-through; an approximately 42,476-square-foot warehouse building (Building 1); and an approximately 51,959-square-foot warehouse building (Building 2), totaling 98,005 square feet of building area. The project also includes a subdivision that results in three (3) new parcels; Parcel 1 being 50,880 S.F. and including the drive-through restaurant, Parcel 2 being 101,947 S.F. and containing Building 1, and Parcel 3 being 110,650 S.F. and containing Building 2. In addition, the Subdivision is for condominium purposes, and will result in Building 1 containing two (2) condominiums and Building 2 containing two (2) condominiums. Finally, the project includes ancillary improvements including parking, landscaping, lighting, and improvements along the northern frontage right-of-way.
Public Review Period: The Draft IS/MND is being circulated for a public review period beginning December 8, 2023 and ending on January 2, 2024, pursuant Section 15105(b) of the CEQA Guidelines. Rose Glen Specific Plan Initial Study/Mitigated Negative Declaration
In accordance with the California Environmental Quality Act (CEQA) and the CEQA Guidelines, the City of Upland, acting as the Lead Agency is releasing for review and comment to all agencies, organizations and interested persons, a Draft Initial Study and Proposed Mitigated Negative Declaration (IS/MND) for the Rose Glen Specific Plan Residential Project. Project Location: The project site is located at 1400 East Arrow Highway in Upland, California (Assessor Parcel No. 1046-481-14-0000). The 4.84-acre site is bordered by East Arrow Highway and R.F. White Trucking and Gas to the north, single-family residences to the south, Olivewood Drive, and single-family residences in the Grovelands subdivision to the east, and Cherokee Wood Products retail warehouse to the west. Currently a lumberyard occupies the project site.
Project Description: The proposed project is the construction of 64 two-story single family detached residential homes on 4.84 acres, for an overall density of 13.2 dwelling unit/acre. The homes, which will be designed in the Italianate, Spanish Colonial and Santa Barbara architectural style will range from 1,544 to 1,547 square feet (sf) and extend to a maximum height of 35 feet. Additional project features include 8,904 sf of common open space that would support open lawn/recreation play areas, play equipment, tot lot, picnic tables, fitness stations, barbecues, and benches. Parking would be accommodated through the provision of private spaces in the attached two-car garages and an additional 49 guest spaces. Site access would be via a gated pass-through entry lane for residences with a separate lane for guests along Arrow Highway. A secondary gated emergency access only would be provided along North 14th Avenue.
PUBLIC REVIEW PERIOD: The Draft IS/MND is being circulated for a 30-day review period beginning July 5, 2022 and ending on August 4, 2022. NOTICE IS HEREBY GIVEN that the City of Upland will prepare an environmental impact report (EIR) for the Villa Serena Specific Plan. The City is the lead agency for the project. The purpose of this notice is to (1) serve as a Notice of Preparation of an EIR pursuant to the California Environmental Quality Act (CEQA) Guidelines § 15082, (2) advise and solicit comments and suggestions regarding the scope and content of the EIR to be prepared for the project.
NOTICE OF PREPARATION: The City of Upland, as Lead Agency, requests that responsible and trustee agencies respond in a manner consistent with § 15082(b) of the CEQA Guidelines. Pursuant to CEQA § 21080.4, responsible agencies must submit any comments in response to this notice no later than 30 days after receipt. The public review period will commence on Tuesday, February 8, 2022, and will close on Wednesday, March 9, 2022 at 6:00 pm. A copy of the NOP will be available at the Upland Public Library, 450 North Euclid Avenue, Upland, CA 91786 during open hours or the Upland City Hall Bulletin Board and the Development Services Department/Planning Division Public Counter, located at Upland City Hall, 460 North Euclid Avenue, Upland, CA 91786, counter hours are Monday through Thursday from 8:00 AM to 6:00 PM., excluding holidays.

Project Location: The project site is located at 1200 E. Foothill Boulevard in Upland, California. The 40-acre park site is situated between Foothill Boulevard to the north and San Bernardino Avenue to the south, and west of Grove Avenue and east of Hospital Parkway.

Project Description: Upland Memorial Park comprises 40 acres and currently offers baseball/softball fields, basketball court, picnic tables/shelters, a skate park, barbeque facilities, a day care center, band shell, a playground and parking. Proposed improvements include, but are not limited to, a new children’s playground area, new central greenbelt and outdoor amphitheater, new splash pad, new open turf grass play area, new picnic areas, multi-use recreational facility, new multi-sport playfield, new expanded parking area, new landscaping, renovation of existing features and facilities, and supporting infrastructure upgrades.
The City is proposing to mainly upgrade and rehabilitate existing facilities throughout Memorial Park, although some new facilities will be added to meet current community recreational needs. While it is anticipated construction of all the planned improvements may take up to three years, a construction time of one year was assumed as a “worst case” estimate for potential impacts.
