Code Enforcement
The City of Upland strives to maintain the City's motto of "The City of Gracious Living." Our Code Enforcement Division is tasked with the responsibility of protecting property values, life and safety, and eliminating blight through the use of the City's Municipal Code.
The Code Enforcement Division is located within the Police Department at 1499 W. 13th Street. You can report violations to (909) 931-4260.
If you observe any of the following conditions please contact Code Enforcement or submit a Public Works Citizen’s Request via the City website at by Clicking here.
- Broken and discarded furniture or appliances
- Trash and debris stored in public view
- Unmaintained, overgrown or dead vegetation
- Inoperable or abandoned vehicles stored in public view (Contact the Police Department at 909-982-1331 for vehicles parked on the street).
- Vehicles parked on front lawn
- Exterior substandard housing conditions
- Trash containers stored in public view
- RV storage within the front setback without a permit (permits no longer available)
- Unpermitted structures or uses
- General property maintenance conditions and safety concerns
- Posting of illegal signage
- Medical marijuana dispensaries
The City of Upland contracts with several outside agencies to assist with enforcement of regulations.
- San Bernardino County Vector Control addresses green pools and other pest issues within the City of Upland. You can reach them at (800) 44-ABATE.
- If you see abandoned shopping carts in the public right away or on public property, please contact Code Enforcement at (909) 931-4260.
- The City contracts with Graffiti Enterprises for graffiti abatement. Please call the graffiti hotline at (909) 931-4127 to report any location requiring graffiti removal.
