Historic Downtown Revitalization Program (HDRP)
The purpose of the Historic Downtown Revitalization Program (HDRP/Program) is to provide financial assistance to property owners and/or tenants for the renovation of commercial façade buildings and structures within the City of Upland’s historical downtown project area. The HDRP will fund conditional grants (Grants) to eligible properties. The Business Attraction Assistance Program (BAAP) provides the ability to grant private business ventures financial assistance which primarily supports economic development activities such as Restaurants and Retail. The goals are structured to promote Upland’s Downtown as a positive place for quality business, promote business expansion and attraction, to enhance local economic growth and ensure that government regulations promote a favorable business climate.
Community Development Block Grant (CDBG) funds will support business development likely to increase levels of employment for low and moderate-income residents of Upland.
The purpose of this economic development assistance is:
- Job creation and/or retention for low- to moderate-income (LMI) persons
- Improving commercial opportunities and availability of goods and services for those working and living within Upland’s Downtown and surrounding areas
- Creating opportunities for recruiting new businesses to fill commercial vacancies in Downtown
- Creating opportunities for business expansion of existing Upland businesses
