Environmental / Sewer

The Environmental Division performs a variety of engineering and environmental functionalities. Its primary functionalities are:

  • Administer and monitor/regulate the use of the sewer system to provide a safe and reliable sewerage disposal service, at a relative low cost, by regulating wastewater quality and flow from commercial businesses, identifying rehabilitation projects, including the lining of inner surface of the sewer mains, performing cameral inspections of sewer mains, and working with vendors and other divisions to prevent sewer overflow and to orchestrate sewer overflow cleanup, if occurs;
  • As part of the Clean Water Act, through the joint National Pollutant Discharge Elimination System (NPDES) storm water program/permit with the County of San Bernardino, prevent and eliminate the surface water contamination from entering the City’s storm drain system leading to ground water recharge basins;
  • Operate the methane gas collection and extraction system at the City’s closed landfill to prevent gas migration outside the landfill perimeter, and perform the monitoring of landfill wells to evaluate and prevent groundwater contamination due to landfill leachate, if any;
  • Plan and implement the recycled water program, to extend recycled water supply and convert potable water landscape irrigation to recycled water irrigation;
  • Prepare compliance reports to various regulatory agencies with respect to the above functionalities, and review engineering reports, including hydrology and drainage plans, contractors’ or businesses’ Storm Water Pollution Prevention Plans (SWPPP) and developers’ Water Quality Management Plans (WQMP); and
  • If applicable, apply and implement federal and local grants to enhance the City’s water supply programs or to install additional solar systems at the City facilities.

Simply put it, the Environmental Division’s scope of work, is from the sewer line underneath to the solar panels above.

Sewer Service Fees

Effective July 1, 2022 the total monthly sewer service rate is $32.71 per Equivalent Dwelling Unit (EDU).  The rate is composed of $10.85 per EDU for the City and $21.86 per EDU for Inland Empire Utilities Agency Pass-Through Fee Services.

 Sewer Rates will be increasing effective July 1, 2023 to a total sewer service rate of $34.24 per Equivalent Dwelling Unit (EDU).  The rate is composed of $10.85 per EDU for the City and $23.39 per EDU for Inland Empire Utilities Agency Pass-Through Fee Services.
